Description:

The Analyst II will provide technical writing, policy analysis, EEO data support, SOP development, Civil Rights Manual support, stakeholder engagement, documentation, research, and administrative coordination support to the U.S. Coast Guard Civil Rights Directorate.

This role will support CRD by helping organize complex information, develop clear and compliant written products, support data pulls and responses to oversight requests, coordinate with subject matter experts, analyze legacy documentation, and help produce SOPs, manual updates, tasker responses, meeting materials, and other program documents.

The Analyst II will work closely with CRD staff, SMEs, leadership, and stakeholders to gather information, clarify requirements, document processes, support policy and process reviews, and translate technical or operational information into clear, usable, and well-structured written materials.

The ideal candidate will have strong technical writing ability, experience organizing complex data, familiarity with EEO-related databases or the ability to quickly learn them, strong policy research skills, and the ability to support federal documentation, SOP, manual, and task response efforts.

Key Responsibilities

Technical Writing and Documentation

  • Develop, draft, edit, format, and finalize technical, programmatic, administrative, and policy-related documentation.
  • Tailor technical writing to the intended audience and purpose of each deliverable.
  • Structure complex information into clear, logical, highly organized, and easily navigable formats using headings, tables, indices, visuals, and supporting references.
  • Use diagrams, charts, screenshots, and other visual aids to supplement writing and improve readability.
  • Review documents for grammar, punctuation, formatting, clarity, accuracy, and adherence to applicable CRD and USCG requirements.
  • Assist with drafting and releasing program documents, including guidance documents, meeting agendas, ALCOASTs, articles, correspondence, and other assigned materials.

SOP Coordination and Development

  • Support assessment of current-state CRD processes to identify gaps, redundancies, and SOPs requiring development or revision.
  • Conduct gap analysis against existing CRD operations, systems, and structures.
  • Develop and maintain POAMs tracing the lifecycle of SOP development, including critical paths, dependencies, and review gates.
  • Conduct research and analysis of relevant USCG policies, instructions, manuals, procedures, statutory mandates, and federal regulatory frameworks.
  • Proactively engage stakeholders, SMEs, and designated personnel to obtain operational requirements, clarify workflows, and capture current business processes.
  • Author, format, and submit comprehensive draft SOPs for Government review and feedback.
  • Incorporate Government feedback and support development of final SOPs.
  • Support routing, clearance, approval, and publishing of finalized SOPs in the Government-designated repository.

Civil Rights Manual Support

  • Support review, update, rewrite, and modernization of the USCG Civil Rights Manual.
  • Help identify which core processes remain relevant and which are obsolete.
  • Engage stakeholders through working group sessions to capture front-line insights, operational requirements, and alignment.
  • Support development of the framework and approach for the updated Civil Rights Manual.
  • Conduct reviews of civil rights manuals or comparable materials from other DHS components, Department of War, and military branches to identify best practices, formatting standards, and content delivery methods.
  • Develop and maintain POAMs for Civil Rights Manual development, review, approval, and publishing.
  • Draft, format, and submit manual content for review and feedback.
  • Incorporate comments and support finalization, clearance, and publishing of the updated manual.

EEO Data, Data Pulls and Oversight Response Support

  • Support research and extensive data pulls for CRD information requests.
  • Gather, organize, and analyze complex datasets to support FOIA, GAO, Congressional, Departmental, TMS, Office of Secretary, and other official inquiries.
  • Use or quickly learn common EEO databases, including EntelliTrak, to conduct data pulls and support reporting needs.
  • Draft comprehensive responses for review by USCG SMEs.
  • Ensure data accuracy, organization, and timely delivery to support compliance with external oversight and legal mandates.
  • Track data calls, taskers, due dates, assigned POCs, reminders, updates, and closure status.
  • Provide 72-hour and 24-hour reminders to office POCs based on task due dates and status needs.

Policy, Compliance and Research Support

  • Read, interpret, and apply Government policies, regulations, directives, and guidance as directed by the Project Manager or designee.
  • Conduct detailed research and analysis of technical, policy, operational, and legacy documentation.
  • Analyze legacy documentation to fill information gaps independently.
  • Support alignment of written products with current USCG and federal regulatory frameworks.
  • Apply knowledge of relevant EEO standards, compliance frameworks, and programming concepts.
  • Help ensure documentation, SOPs, manuals, and responses are accurate, compliant, and suitable for Government use.

Stakeholder Engagement and SME Coordination

  • Actively listen when engaging subject matter experts and ask the right questions to obtain accurate information.
  • Translate raw SME input, operational details, and complex data into clear prose.
  • Coordinate with CRD staff, leadership, stakeholders, and SMEs to collect requirements and validate content.
  • Support working groups, meetings, interviews, process reviews, and documentation sessions.
  • Communicate effectively, both orally and in writing, with senior personnel.
  • Coordinate parties needed for task completion and review work products for completeness, quality, and adherence to customer requirements.

Administrative and Program Support

  • Manage multiple calendars, meetings, and office communications.
  • Support email correspondence and coordinate timely responses with appropriate points of contact.
  • Assist with meeting agendas, meeting facilitation, presentations, roll call, meeting minutes, and follow-up actions.
  • Deploy and collect surveys as assigned.
  • Compile data into monthly, yearly, and ad hoc reports and worksheets.
  • Track requirements in real time through completion.
  • Support additional administrative and program support requirements aligned with the PWS.

Requirements:

  • Bachelor’s degree in Arts, Science, or a related field.
  • At least two years of specialized and/or relevant experience.
  • Ability to provide guidance and direction implementing initiative management principles.
  • Ability to support multiple projects and coordinate complex tasks through completion.
  • Ability to manage projects of high complexity within estimated timeframes and resource constraints.
  • Ability to coordinate all parties for task completion and review work products for completeness, quality, and adherence to customer requirements.
  • Ability to conduct detailed research and analysis of technical data.
